Our
assessment mission pointed up the following problems:
- The
geographic situation of rescue centres are responsible for long
waiting periods as places of intervention can be over 200
kilometres away.
- Their equipment
and vehicle fleet suffer serious
damage because of bad roads and overloading.
- There
is not any alert management and transmission system. (no
operation centre, no alert transmission network)
However,
the fire department has 2 noteworthy assets:
- A good
level of technical and operational training including fire prevention (safety committee)
- A command
structure inspired by the French doctrine
Our
main targets there:
- Equipment and vehicle fleet
improvement
- A maintenance training unit
- Creation of a
hazard analysis and intervention plan
- Creation of a
national direction for civil security
